Seems whoever refurbished this machine just did a clean install of regular Windows 10 and installed drivers manually. There was no such program installed so I went to check if there was even the HP_RECOVERY partition, it didnt exist. I went to looking into creating the HP Recovery media to reinstall Windows 10 and all the drivers and such with. She bought a 500GB SSD to upgrade the capacity. It came with an Intel 180gb 2.5" SSD with Windows 10 Pro installed and working great. It was refubrished and has a Windows 10 product key sticker that states its for Windows 10 Pro for Refurb. Here's the situation, my mom bought an Elitebook Folio 9470m off Amazon.
